The Participation Terms of SEE Talents

 

TERMS OF PARTICIPATION
IN THE DEPARTMENT OF FILMS MADE BY STUDENTS AND YOUTH
“DV SEE - DIGITAL VIEW SOUTH EAST EUROPE”

Article 1
The Department of Students and Youth Films of South East Europe named “DV SEE - Digital View South East Europe” (hereinafter DV SEE) is organized by the civil, non profitable Company entitled “Naoussa International Film Festival” in the frames of the Naoussa International Film Festival (hereinafter Festival). Today we are the biggest digital film festival in the Southeast Europe and the only Festival with state-of-the-art digital cinema equipment with 3D capabilities. “DV SEE” is held in Naoussa every year, during the Festival. In 2013 “DV SEE” will take place the period from 25 to 29 September in the frames of the 10th edition of the Festival.

Article 2
Participation in DV SEE”:

  • In “DV SEE” can participate students of schools of Fine Arts, cinema, graphic design, photography and of any other school related to cinematographic activity, as well as participants of relative seminars. Young people under the age of 30 who amateur deal with cinema creation can also participate.
     
  • Students must attend lessons at a public or private school of South East Europe. More specifically, creators who can participate must be originated from one of the countries bellow: Albania, Austria, Bosnia Herzegovina, Bulgaria, Czech Republic, Croatia, Cyprus, Estonia, F.Y.R.O.M., Greece, Hungary, Lithuania, Latvia, Moldavia, Montenegro, Poland, Romania, Russia, Serbia, Slovakia, Slovenia, Turkey and Ukraine. Furthermore, in DV SEE can participate native students from one of the above mentioned countries who study in an academic institution that is based in a third country.
  • The film must belong to one of the categories below:
    - fiction
    - experimental (video art, etc.)
    - animation
    - fiction / animation 3D (fiction or animation movies presented in 3D)
  • The subject of the films depends on the judgment and the inspiration of the creators. It is preferred that the film has been mainly created by using digital means.
     
  • For the process of selection the films must be sent in one of the following ways:
    a) Via the post office in a DVD (PAL).
    b) In a digital format (.mov, .mpeg2/.mpeg4, .wmv) through a free file transfer service (indicative  http://wetransfer.com). The quality of the film must be at least similar to the quality of a DVD and the size of the file must not exceed 2GB.

In case your film is selected you should send us a projection copy either in hard disk or data Blu-Ray or data DVD or USB flash memory stick or HDCAM or through internet transfer or any other possible way in one of the following files:
1) Q.T. Apple Pro Res 1920 x 1080 25fps (highly recommended)
2) Mpeg4 HD 1920 x 1080
3) Mpeg2 HD 1920 x 1080
4) HDCAM (not SR)

  • The film must have been completed 18 months maximum before the date of the Festival. For the 10th edition (2013) eligible films are those completed from January 2012 and afterward.
     
  • The total duration of the film cannot exceed the twenty (25’) minutes for fiction and animation films and the ten (10’) minutes for films belonging in the experimental category.

Article 3
The selection of the projected films, the order of projection, and the program are defined by the Organizing Committee of the Festival, which, according to the technical peculiarities, the duration and the grouping of the films in categories, organizes the whole program with its own responsibility.

Article 4
In order to participate in the “DV SEE” one should fill in the application form that he or she may find in the website of the Festival (http://www.niff.gr). It is highlighted that the participant has to read the terms of participation which can also be found in the website of the Festival. After the applicant fills in the electronic application and marks the field that mentions that he / she has become fully aware of the terms of participation and has accepted them, he then can submit it. The electronic application will be stored in the electronic system of the Festival and will be used in the selection process. The applicants will be sent an email which will confirm that their application has been submitted. It is very important that all the fields should be filled and without any mistakes because the data of the application will be used for the catalogue of the festival and all the electronic means – in case of film selection.
The application data will be used exclusively for the selection process and in no case will they be given to a third person.
Note that it is necessary to fill in all the fields of the participation form in order for it to be examined.

Article 5
The film must be sent to the Festival for the selection process until the 5th April 2013 - no matter of the sending method the applicant has selected:
More precisely, if the applicant chooses to send his film through mail or courier service the postage should have been done by the 5th April 2013 (postmark or courier voucher) to the address below:

With the indication: “No commercial value, only for cultural reasons”.
In case the creator chooses to send the film via a free file transfer service (indicative http://wetransfer.com) that must have been done by the 5th April 2013, entering the e-mail address publications@niff.gr as the address of the receiver. You must also write the title of the film and the name of the director in the appropriate section.

Along with the film one must send:
- Stills from the film in 300dpi resolution (in electronic form*)
- Photos of the creator and the leading actors in 300dpi resolution (in electronic form*)
Optionally you can send:
- The trailer        
- Promotional material    
*For postage via the post office please include a CD with the material needed. In case you choose to send the material either via an e-mail to publications@niff.gr or via a free file transfer service (indicative http://wetransfer.com), you should mention the English title of the film and the name of the director.
The mailing expenses of the post office or the courier service burden the creators. Since the participation form and the film have been deposited, for no reason does the director or the producer have the right to withdraw them.

Article 6
In case your film is selected in “DV SEE” and in order to ensure a high quality projection standard you must send us a projection either in hard disk or data Blu-Ray or data DVD or USB flash memory stick or HDCAM or through internet transfer or any other possible way in one of the following files:
1) Q.T. Apple Pro Res 1920 x 1080 25fps (highly recommended)
2) Mpeg4 HD 1920 x 1080
3) Mpeg2 HD 1920 x 1080
4) HDCAM (not SR)
The Festival is equipped with the latest technology as far as digital cinema is concerned and the films can be projected in HD (1920X1080) resolution. Furthermore, the creators should bear in mind that the sound of the film must be at least stereo (full mix two channels, left-right). 

The films must have been sent to the festival either via mail or courier till the deadline provided to you through e-mail to the address below:

You must also write the title of the film and the name of the director in the appropriate section.
The material which will be sent to the Festival concerning the projection of the film will be returned to the applicant after the completion of the Festival. In this case the mailing expenses burden the Festival.

Article 7
The Organising Committee of the Festival selects the “DV SEE” judging committee. The judging committee is consisted of recognized personalities from the Greek and the international world of cinema. The decisions of the committees are made in plain majority.

Article 8
The film has to be created by the student or the students. The provision of advisory guidance from professionals is permitted, but in this case this has to be mentioned in the film’s accompanying material.

Article 9
In the framework of the competitive character of DV SEE, the following awards are being given:

3rd Best DV SEE Film
(Participation of all films of fiction category)

Best 3D DV SEE Film
(Participation of all the 3D films of fiction category)

People’s Choice Award
(Participation of all films of fiction category)

Best DV SEE Animation Film
(Participation of all films of animation category)

Best 3D DV SEE Animation Film
(Participation of all the 3D films of animation category)

People’s Choice Award
(Participation of all films of animation category)

Best DV SEE experimental Film
(Participation of all films of experimental category)

People’s Choice Award

Naoussa International Film Festival reserves the right to change the award categories at any time and without any previous notification.
In case a film is awarded in the Festival, Naoussa International Film Festival wishes that the type and the year of distinction would be inscribed above the titles of beginning.

Article 10
Any public projections of the participating films in the Prefecture of Imathia before their official projection in the Festival are forbidden.

Article 11
The Festival is not responsible for any loss of material before or after the Festival and under no circumstances is it obliged to return the material that has been sent to it for the selection process. The material which will be sent to the Festival concerning the projection of the film will be returned to the applicant after the completion of the festival. In this case the mailing expenses burden the Festival (valid for hard disk, USB Flash Drive, HDCAM).

Article 12
The Festival reserves the right to project part of the films that have been sent, in and out of the area of the Festival, whenever it is needed for reasons of promotion of the Festival and under no circumstances for commercial causes.

Article 13
The use of any recording device by third parties in the projections rooms is strictly forbidden. Parts of the Festival will be filmed. Participants that may appear in these parts cannot claim anything from the organising company. The participants accept and agree to give interviews to the communication sponsors and to be photographed if asked. Article 14
The Festival reserves the right to cancel DV SEE if it is necessary.

Article 15
In case of dispute, the Greek version of the terms of participation is considered as valid.

Article 16
The electronic submission of the participation form entails the complete and unconditional acceptance of the above terms of participation.
